City of Cedar Rapids

A public water supply permit is required for water main extensions to the public water distribution system. Permits are issued under the jurisdiction of the Iowa Department of Natural Resources (IDNR).

The permitting process always starts with the City. New residential subdivisions, commercial or industrial development should first contact Development Services. Design firms working on City Capital Improvement Projects (CIP) should contact Utilities.

The City of Cedar Rapids has been granted limited authority (under Iowa Code Section 455B.183) to issue permits on behalf of the IDNR for minor extensions for water mains in new developments that will primarily serve residential subdivisions. For Permits issued by the City of Cedar Rapids, forms listed below and marked [CR] are required to be submitted.

For all other types of water main projects such as public water main extensions in commercial developments, or as part of a City Capital Improvement Project (CIP), the plans and construction application must first be submitted to the City before going to the IDNR. For Permits that are to be sent to the IDNR, forms listed below and marked [DNR] are required to be submitted.
