City of Cedar Rapids policies cover non-bargaining employees and bargaining unit employees where applicable labor agreement provisions do not conflict with these policies. All employees are expected to comply with the provisions and terms of this policy manual. The policy manual shall be followed, except as otherwise provided by state or federal law.
