The City of Cedar Rapids Planning Commission has received a request from Barbra Kellog for property owned by Robarb I, LLC for a rezoning from A-AG, Agriculture District to S-RMF, Suburban Residential Medium Flex District and S-RL1, Suburban Residential Low Single Unit District and a Future Land Use Map Amendment from U-LL, Urban Large Lot and Agricultural Preserve to U-LI, Urban Low Intensity and U-MI, Urban Medium Intensity for property at 4900 Blairs Ferry Road.


The Cedar Rapids City Planning Commission will hold a virtual/electronic meeting on September 10, 2020 at 3:00 p.m. A virtual/electronic meeting is being held because a meeting in person is impossible or impractical due to concerns for the health and safety of Commission members, staff and the public presented by COVID-19. An electronic meeting is allowed by Iowa Code Section 21.8 and Governor Reynolds’ Proclamation of Disaster Emergency.  There will be no in-person public attendance. City Hall remains closed to the public.


The public is invited to email written comments to before the scheduled meeting. Comments received before Noon on September 10th will be provided to the members of the Commission prior to the meeting.

Residents can also leave public comment by participating in a Zoom Conference Call. Residents wishing to comment during the meeting must register using the Zoom link below. The link will also be listed on the July 9th agenda, which will be posted on the City’s website: After your registration is approved, you will receive an email with instructions on how to participate in the Zoom call. Registration cut-off time is 2 hours prior to the meeting. Registrations submitted after the cut-off time will not be approved.

The meeting is being held to gather input from neighboring property owners and others interested in the request. A notice of this meeting is being sent as a courtesy to all property owners within 300 feet of the property.


More information about the rezoning request, including the City staff report to the CPC and information on how to register for public comment via Zoom Conference Call, will be available at on the Friday afternoon before the scheduled meeting.
