The Housing Services Division is responsible for the coordination and oversight of the federal housing and community development funds awarded by the US Department of Housing and Urban Development (HUD). Community Development Block Grant (CDBG) funds and HOME Investment Partnership Program (HOME) funds are used to meet three goals and objectives: providing decent housing, ensuring a suitable living environment, and expanding economic opportunity.
Community Development Block Grant – Disaster Recovery funding (CDBG-DR)
Disaster recovery funding through the U.S. Department of Housing and Urban Development (HUD) has been appropriated for disaster recovery from the August 2020 derecho. $57,566,000 in CDBG-DR funding has been allocated to the State for distribution, of which 80% will come into Linn County.

The Heights
The Colonial Center building, located at 1500 2nd Ave SE, was purchased by the City to be remodeled into 25 affordable housing units, 5 of which are fully ADA accessible, by leveraging 4 federal grants. This project is not only providing new affordable housing units, it is addressing a dilapidated structure at a key corner at 2nd Avenue/15th Street SE in the historic Wellington Heights Neighborhood. With the support of the Wellington Heights Neighborhood Association, the former Colonial building has been renamed “The Heights”.
