VIRTUAL MEETINGS DURING COVID-19 EMERGENCY
The Cedar Rapids City Council is holding electronic regular City Council meetings because meeting in person is impossible or impractical due to concerns for the health and safety of Council members, staff and the public presented by COVID-19. Electronic meetings are allowed by Iowa Code Section 21.8 and Governor Reynolds’ Proclamations of Disaster Emergency.
The meetings may be watched on the City’s Facebook page at www.facebook.com/CityofCRiowa/. Members of the public will not be able to attend these meetings in person. Any persons interested in commenting on the agenda items or any other matter of City business may do so in writing by emailing firstname.lastname@example.org. Comments must be received by two hours before the start of each meeting in order to be provided to the members of the City Council prior to the meeting.
Citizens of the Cedar Rapids metropolitan area may also comment on matters appearing on the agenda, or any other matter of City Council business, by registering on Zoom. The link for each meeting is included on the Regular Session agenda, posted at 4 p.m. the Friday before the meeting. Parties interested in being heard during any of the scheduled public hearings may also register using the same Zoom link. All registrations must be complete no later than two hours before the start of each meeting – 10:00 a.m. for noon meetings, and 2:00 p.m. for 4:00 p.m. meetings. Registrants will receive an email with instructions on how to participate in the meeting and be heard. Registrants must provide their name, home address, email address and telephone number and indicate the matter upon which they wish to be heard, including the agenda item number of the public hearing if applicable.
Citizens only interested in watching the meeting who will not be providing public comment do not need to register for the Zoom conference and should use Facebook instead.
The Cedar Rapids City Council generally meets on the second and fourth Tuesdays of the month, except toward the end of the year, when the meetings are shifted to the first and third Tuesdays to avoid conflicts with holidays. Meetings are held in the Council Chambers on the third floor of City Hall, the former federal courthouse at 101 First Street SE. Parking is available on nearby streets, including metered spots on 1st Street and the 1st and 2nd Avenue bridges, or in public downtown parking ramps. The public comment period begins after the public hearings are held.

Agendas and Council Packets
Agendas and packets for City Council Regular Sessions are posted on the Friday before the meeting at approximately 4:00 p.m. Amendments may be made to the agenda at least 24 hours before the meeting time; in such cases an amended agenda will be posted. Council packets contain draft documents for review purposes only and are subject to change without notice.
The Council will sometimes meet in Special Session at times other than set forth in the adopted Regular Session meeting schedule. Agendas (and packets, when applicable) will be posted at least 24 hours prior to a Special Session unless for good cause such notice is impossible or impractical, in which case as much notice as is reasonably possible shall be given.

Minutes, Presentations and Videos
Live video feeds of City Council Regular Sessions are available to stream and replay at the City's Facebook page.
Minutes are posted once approved by the City Council at the next regular meeting.
A compilation of presentations shown to the Council is posted the day after the meeting.
Video of each regular Council session is posted by the Friday afternoon after the meeting. The searchable recordings are indexed by agenda item number, and they can be shared via email or social media. Closed captions are added to this video approximately one week after the meeting.
Also, Mediacom Communications and ImOn Communications air the Cedar Rapids City Council meetings on their public access channels each week. For ImOn customers, the meetings are shown on Channel 6 on Thursdays at 7:30 p.m., while Mediacom customers can tune in to Channel 4 on Thursdays at 7:30 p.m. and Wednesdays at 10:00 a.m.
