Demolition Project Management Services - Flood Recovery #0609-324

Scope of Work:
The City of Cedar Rapids is seeking a qualified Project Manager to provide professional   services as directed by the City in managing the pre-demolition process, the demolition process and the closeout process of approximately 1,250 flood damaged structures.  Of this total, approximately 100 are commercial properties and approximately 1,150 are residential properties.

 

The work to be performed under this Contract shall consist of providing project management services for oversight and coordination of flood damaged structures that are slated for demolition. Contracts for the (1) Environmental Assessment Contractor (2) the Environmental Remediation Contractor, (3) the Debris Monitoring Contractor and (4) the Demolition Contractor will be competitively solicited by the City and managed by the Project Manager.

 

It is imperative that all services pursuant to this project are performed seamlessly and swiftly in         accordance with generally accepted standard of professional practice and, in accordance with the laws, statutes, ordinances, codes, rules, regulations and requirements of the governmental agencies which regulate or have jurisdiction over the services to be provided.

 

The city anticipates that over 1,250 flood damaged structures will be demolished because they are potentially an imminent threat to public health, safety, welfare and property.  These properties are considered to be structurally and/or environmentally unsafe.

 

The project will be in phases and each phase will be ongoing.  It is anticipated that structures will move through the phases in “groups”.  In other words, the structures will not be provided to the contractors (environmental, remediation and demolition) one by one or all at once. As the first 12 pre-demolition actions of the 19 point FEMA checklist are completed, the environmental assessments will be scheduled and conducted.  When the assessment results are received, remediation will be scheduled and performed if needed, and lastly, the demolition is scheduled and conducted. If remediation is not required, the structure will be eligible for immediate demolition. The City anticipates that contracts will be in place with more than one demolition contractor and, once the demolition phase begins, there may be as many as 20 to 30 demolitions per week. 

 

The Project Manager and staff shall possess exceptional organizational, written and verbal           communication skills and customer service skills.  There will be frequent contact and communication with city staff, the general public, the landfill, the Health Department, state and federal officials, the demolition team, the debris monitoring team, the remediation team and the environmental team.
