Acquisition Services - CDBG, Flood Recovery RFP

Scope
of Work:
The City of Cedar Rapids desires to offer a voluntary
acquisition program to owners of flood damaged
property located in the Construction/Study area and
the Neighborhood Revitalization area. The
Construction/Study area is currently under study by
the Army Corp of Engineers (ACOE) to determine a
flood management system project. Parcels located in
this area may potentially be impacted by the
proposed project and therefore, qualify for a
voluntary property acquisition. The Neighborhood
Revitalization area is the outlying area impacted by
the flood. To qualify for a voluntary acquisition in
this area, structures must be determined to be
beyond reasonable repair. For parcel owners of
property in both areas, an intake process was
conducted in May, June and July 2009 which consisted
of explaining the voluntary acquisition process to
the parcel owners, confirming qualification for
program, collecting information, and determining the
number of property owners interested in a voluntary
acquisition. Approximately 1,200 parcel owners have
indicated a desire to be voluntarily acquired.
The City of Cedar Rapids is requesting proposals from qualified Consultants to
provide professional services for the acquisition of up to 1,200 parcels in the
Construction/Study area and Neighborhood Revitalization area. The City
anticipates US Department of Housing and Urban Development (HUD) to provide
CDBG funding to the City as early as fall of 2009 for acquisitions. The
acquisition process will not begin until the funding source is received by the
City.
