Construction Continues on Czech Village Levee

Construction has begun on the next phase of the Czech Village levee – the area between Bowling Street SW and 16th Avenue SW.

In addition to the flood levee, the project includes sewer work and the installation of gate wells (underground closure gates), which prevent against sanitary sewer backups. This segment is ahead of schedule; it was originally planned to begin in 2019. Benefits of working over the winter months include low river levels and less ground water on site during construction. This segment is scheduled to be completed in 2020.

Impacts During Construction
During the course of construction, A Street SW will be closed permanently between 17th Avenue SW and 21st Avenue SW (Bowling Street SW). The closure is anticipated to take effect the week of December 10, 2018.

Later in the spring, the project will also include a detour for the Cedar River Trail; the trail will be inaccessible between 17th Avenue SW and 21st Avenue SW during construction, a detour will be established on C Street SW. Trail impacts are not anticipated until spring 2019.

About the Czech Village Flood Levees
Work on the flood levees in the Czech Village District began in 2016 with the removal or relocation of underground public and private utilities. The levee segment between the Linn County Solid Waste Agency and Bowling Street SW is underway and is scheduled to be completed in 2019.

Upon the completion of the entire project in 2020, the levee will stretch half a mile from the Linn County Solid Waste Agency to 16th Avenue, will be approximately 16 - 20 ft. tall on average, and will incorporate a walking/bike trail. The Czech Village levee is designed to protect to the 2008 flood volume; until the entire Flood Control System is constructed, it will provide immediate protection up to a 19.5 feet river surge.

About the Flood Control System
The Flood Control System Master Plan was adopted by City Council in 2015 to guide construction of the Flood Control System and to protect as many properties on both sides of the river as possible. The system will be a combination of permanent walls, removable walls, levees, and pump stations/detention basins. Recently completed segments of the plan include the Sinclair levee and pump station.
