Sinclair Levee Ribbon Cutting December 8

City officials will mark a milestone in permanent flood control during a ribbon cutting for the Sinclair Levee on Friday, December 8, at 1:00 p.m. The public and media are invited to celebrate and acknowledge the newest segment of the Flood Control System and the public officials who have advocated for its construction.

Permanent flood protection for the NewBo/Sinclair District was identified in the Flood Control System master plan adopted by Council in June 2015. The Sinclair Levee marks the first permanent measures completed since the adoption of the master plan.

Sinclair Levee Fast Facts:

  • Construction 2016 – fall of 2017
  • Stretches from the African-American Museum to Alliant Substation 
  • Just under half a mile 
  • 13—23 feet tall on average; 130 feet at its widest
  • Provides immediate protection up to a 20 ft river crest
  • Includes a 12’ wide concrete bike and pedestrian trail 
  • Includes walls next to 16th Ave for a future gate
  • Neighboring projects include 4.4 acre detention basin and a pump station sized for three pumps, with capacity of 2,500 gallons per minute 
  • Project cost: $15M, with $12.5M from CDBG Disaster Recovery Grant funds

Efforts at reducing Cedar Rapids’ flood risk have been ongoing since 2008. Accomplishments to date include: developed interim flood control plan; removed 1,300+ properties from the flood zone; secured state funding of $267M; improved sanitary sewer system and raised the City’s wells; raised buildings flooded in 2008; raised two bridges over Prairie Creek; designed and constructed the McGrath Amphitheatre levee; designed the CRST building to include a flood wall, and implemented watershed management practices.
