Two-Way Conversions, Traffic Signal Removals Begin Soon

Two-Way Conversion Projects Beginning

Several two-way conversion projects are beginning soon in the Downtown District and Wellington Heights area, including:

  • 2nd Avenue SE from Mays Island to 8th Street
  • 2nd Avenue SE from 13th Street to 19th Street
  • 4th and 5th Avenue SE from 3rd Street to 5th Street

Construction is anticipated to begin August 14 for 2nd Avenue; and late August or early September for 4th and 5th Avenue. Impacts include:

  • Access to all businesses will be maintained and signed throughout construction.
  • Lane reductions will be in effect, but at least one lane of traffic will be maintained on the avenues during the course of construction.

A summary of the projects includes:

DOWNTOWN

2nd Avenue SE, from May’s Island to 8th Street SE (2017 – 2018)

  • New asphalt overlay
  • Curb intersection and painted intersection bump-outs for pedestrians
  • Sidewalk ramps that support the Americans with Disabilities Act (ADA)
  • Traditional bike lanes
  • Decorative brick pavers
  • Parallel parking to remain

4th and 5th Avenue SE, from 3rd Street to 5th Street (2017 – 2018)

  • New asphalt overlay
  • Curb intersection bump-outs
  • Storm sewer on 5th Street
  • Traditional bike lanes on 4th Avenue
  • A new mid-block pedestrian crossing on 4th Avenue between Greene Square and the Cedar Rapids Public Library
  • Parallel parking will remain; angle parking will be added on 5th Avenue and 5th Street

WELLINGTON HEIGHTS

2nd Avenue SE, from 13th Street to 19th Street (2017)

  • One lane of traffic each direction
  • Parking on both sides
  • Traditional bike lanes
  • Traffic signal removal at 
  • 2nd Avenue and 13th Street (intersection transitions to 3-way stop)
  • Stop sign added on 2nd Avenue at 19th Street

TRAFFIC SIGNALS 

Select traffic signals are scheduled to be removed next week on 2nd Avenue SE.

The traffic signal at 2nd Avenue SE and 13th Street SE is currently in red flash mode and is operating as an all-way (four-way) stop. The traffic signal equipment will be removed in the following weeks.

The following traffic signals on 2nd Avenue will be removed next week and the intersections will transition to two-way stop control with one thru street:

  • 8th Street SE (8th Street operates as thru-street) 
  • 7th Street SE (7th Street operates as thru-street)

The signals on 2nd Avenue SE at 13th Street, 8th Street, and 7th Street are the only signals scheduled to be removed this construction season.
