Collection Agency - Municipal Collections of America
The City of Cedar Rapids has a contract with Municipal Collections of America (MCOA) to assist in collecting delinquent receivables including Automated Traffic Enforcement (ATE) citations, utility bills and
other general accounts receivable.

Delinquent invoices turned over to MCOA may also be placed in the State of Iowa Setoff Program.  The Setoff Program recovers delinquent payments owed to state and local government entities by diverting payments the State owes to an individual, such as tax refunds, to the government entities.  Delinquent ATE citations will not be referred to the state offset program without first filing a municipal infraction and obtaining
a court judgment of liability.
