Pre-Application submittals and Concept reviews were created so applicants could ask questions and get comments from staff before spending a lot of time and money developing plans. Applicants submit plans to the Development Services Department which completes a zoning, engineering, and planning review.
Pre-Application reviews require the applicant to submit a plan with preliminary information on it for staff to make comments on. Staff will point out areas that may be troublesome or in conflict with City codes. The applicant can then use this information to identify potential project challenges and opportunities.
Concept Plan reviews are designed to allow applicants to discuss their ideas for developing land in Cedar Rapids and have the appropriate staff available to answer any questions. A plan is not required with concept plans, but the more information that can be made available, the more input staff will be able to give.
The City of Cedar Rapids encourages customers to use the new Citizen Access Portal site so that City staff can accept, review and approve land development plans electronically, saving you time and money.
