Program Suspended March 17, 2020
In an effort to limit public interactions and gatherings, and to protect the health and safety of our residents and employees as much as possible, the First Time Home Buyer program will be temporarily suspended. No new applications will be accepted during this time. All applications currently in process will be frozen in place, and will be processed in order when the program re-opens.
City Hall will remain closed to the public. If you have documents to provide, please use one of the options below:

- Drop box: Outside City Hall at the corner of First Avenue and First Street SE (it is the water payment drop box, but it is available for other documents)

The First Time Home Buyer program began accepting applications on March 2, 2020 at 8am.
Funds are available on a first come, first served basis, and applications will be reviewed in order. Additional details can be found in the Document Section below, including a link to the application and program forms, brochure, presentation, and frequently asked question documents.
To be eligible, there are four main criteria:
- Be a first-time buyer
- Meet the income requirements
- Purchase an eligible property
- Meet debt and mortgage criteria
Details about these requirements can be found in the brochure, presentation, income limit chart, and FAQ. Please note: these documents have been updated for the funding round beginning in 2020.

Home Buyer Education
Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line course that is HUD-approved, but applicants are able to take any course they choose. However, it must specifically state the course is offered by a "HUD-approved" counseling agency in order for it to meet the requirements of the First Time Home Buyer program.
