The First Time Home Buyer program is closed and will not accept applications at this time. The next funding round is anticipated to open in Spring 2020. This page will be updated as details about the new funding round are available.
Note: the information below refers to the program guidelines for the 2018-2019 funding round that ended September 13, 2019. The program will have updated guidelines and requirements with the Spring 2020 funding round.
Funds are available on a first come, first served basis, and applications will be reviewed in order. Additional details can be found in the Document Section below, including a link to the application and program forms, brochure, presentation, and frequently asked question documents.
To be eligible, there are four main criteria:
- Be a first-time buyer
- Meet the income requirements
- Purchase an eligible property
- Meet debt and mortgage criteria
Details about these requirements can be found in the brochure, presentation, income limit chart, and FAQ. Please note: these documents contain the program information for 2018-2019 funding round. They will be updated for the funding round beginning in 2020.

Home Buyer Education
Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line course that is HUD-approved, but applicants are able to take any course they choose. However, it must specifically state the course and agency are “HUD-approved” in order for it to meet the requirements of the First Time Home Buyer program.
