Due to ongoing COVID-19 concerns, the program remains suspended.  At this time, there is not a date for re-opening the program.  Interested parties can request to be added to the information list by sending an email to j.barten@cedar-rapids.org.  The information list will be used to notify of any updates or re-opening dates.

Program OverviewSingle Family New Construction Housing
The FTHB program provides $1,000-$14,999 in down payment and closing cost assistance to eligible buyers.  The assistance is forgivable after 5 years.  

To be eligible, there are four main criteria:
  1. Be a first-time buyer
  2. Meet the income requirements
  3. Purchase an eligible property
  4. Meet debt and mortgage criteria

Home Buyer Education
Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line course that is HUD-approved, but applicants are able to take any course they choose. However, it must specifically state the course is offered by a "HUD-approved" counseling agency in order for it to meet the requirements of the First Time Home Buyer program.
