Program Closed - April 28, 2018
The First Time Home Buyer program has stopped accepting applications for the 2017-2018 funding round as of April 28, 2018. A wait list will be established for applications in process as they are completed, in the event additional funds become available. The Fall funding round is anticipated to begin in the September/October timeframe, and applications will be available as that date approaches.
Funds are available on a first come, first served basis, and applications will be reviewed in order. Additional details can be found in the Document Section below, including a link to the application, brochure, presentation, and frequently asked question documents.
To be eligible, there are four main criteria:
- Be a first-time buyer
- Meet the income requirements
- Purchase an eligible property
- Meet debt and mortgage criteria

Home Buyer Education
Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line course that is HUD-approved, but applicants are able to take any course they choose. However, it must specifically state the course and agency are “HUD-approved” in order for it to meet the requirements of the First Time Home Buyer program.
