Program Closed - Update 9/5/2018

The First Time Home Buyer program is currently closed.  However, we anticipate opening the program on October 1, 2018.  We will update this page when the official start date is determined.  There is an information list for those who wish to be notified when there is an update to the program.  Email j.barten@cedar-rapids.org to be added to the list.  Application will be available as the start date approaches.  Note:  there may be changes to the program guidelines from previous years, and information regarding changes will be provided as they are finalized.

Funds are available on a first come, first served basis, and applications will be reviewed in order.  Additional details can be found in the Document Section below, including a link to the application, brochure, presentation, and frequently asked question documents. 

Program OverviewSingle Family New Construction Housing
The FTHB program provides $1,000-$5,000 in down payment assistance to eligible buyers.  The assistance is forgivable after 5 years.  

To be eligible, there are four main criteria:
  1. Be a first-time buyer
  2. Meet the income requirements
  3. Purchase an eligible property
  4. Meet debt and mortgage criteria

Home Buyer Education

Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line course that is HUD-approved, but applicants are able to take any course they choose. However, it must specifically state the course and agency are “HUD-approved” in order for it to meet the requirements of the First Time Home Buyer program.
