Request for Proposals (RFP)
The City of Cedar Rapids (“City”) invites developers, end-users and interested parties (collectively “Proposer”) to submit a development plan for City-owned properties generally located along 1st Avenue West between 1st Street and 3rd Street (“Properties”) with a master site plan for mixed-use development (“Proposal”).
Visionary and forward-thinking developers have the unique opportunity to transform nearly 8 acres of prime redevelopment property in the heart of downtown Cedar Rapids, Iowa at the intersection of two key districts — the Downtown District and the burgeoning Kingston Village district. This opportunity to create a destination development in Cedar Rapids will continue the momentum of investment in the area and catalyze future development in the district. This critical piece of property is situated at the intersection of 1st Avenue West, which is the spine of the community, the Cedar River and Interstate 380.The Property consists of two (2) sites of 3.38 and 4.39 separated by 1st Avenue West and is owned by the City of Cedar Rapids.
The Vision
First & First West will be a new destination-style development, which will be an attractive draw to the core of the community and complement and enhance the area amenities, such as the US Cellular Center & Convention Center and the McGrath Amphitheatre. It leverages the high visibility of the location with Interstate access and located on the City’s major arterial street.
Community Input
The City of Cedar Rapids invites residents to provide input on what enhancements could be incorporated into the development of First & First West. Public input will be used to guide development objectives in a future Request for Proposals (RFP). The RFP will invite developers to submit a master plan proposal for the First & First West site, using public input as a foundation.

Timeline
- November 12, 2019 - First & First West Open House
- December 16, 2019 - City issues Request for Proposals (RFP) to invite development proposals for the First & First West site
- February 28, 2020 - RFP Responses Due
- Spring 2020 - First & First West Steering Committee reviews and makes recommendation, City Council selects preferred proposal
- Summer 2020 - Negotiate Development Agreement for the disposition and redevelopment of the site
