Storm Water Management Project Engineer

The City of Cedar Rapids is currently recruiting for a Storm Water Management Project Engineer. This position monitors compliance of City storm water runoff with Federal, State and local regulations; develops and directs the development of engineering plans, reports and studies pertaining to storm water management. The work schedule for this position is 8:00am to 5:00pm, Monday through Friday. The annual salary range for this position is $63,606.40 to $87,339.20. Click here to learn about our benefits.

This position requires:

  • Licensure as a Professional Engineer issued by the State of Iowa, or if issued by another state, the ability to obtain within six months
  • Comprehensive knowledge of engineering principles and practices
  • Comprehensive knowledge of public works construction project materials and methods
  • Thorough knowledge of the fundamentals of engineering design
  • Ability to plan, develop and interpret construction plans and specifications
  • Ability to communicate effectively and maintain working relationships with the engineering department managers, contractors, consulting engineers, other City employees and the public both orally and in writing, using both technical and non-technical language
  • Ability to prepare accurate and reliable reports containing engineering calculations, construction designs, plans and specifications, findings, conclusions and recommendations
  • Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology
  • Ingenuity and inventiveness in the performance of assigned tasks

Job duties for this position include (but are not limited to):

  • Reviews private development of engineering designs of public works construction in accordance with City and industry standards
  • Establishes, implements, manages and monitors City’s Storm Water Utility
  • Establishes and manages storm water monitoring program to substantially comply with the City’s NPDES Storm Water Permit
  • Reviews and analyzes data pertaining to storm water quality for the purpose of evaluating compliance with Federal, State and local regulations
  • Recommends projects and programs related to storm water management
  • Develops engineering designs, plans specifications and contracts for the construction of storm water management projects
  • Prepares feasibility studies related to various storm water management issues
  • Prepares and monitors Storm Water Utility’s operating and CIP budget
  • Evaluates acceptable service requests, develops options and recommends engineering actions
  • Leads pre-construction meetings
  • Evaluates issues related to storm water management, develops options and recommends engineering actions
  • Collects and analyses data and develops construction and engineering reports for current or planned storm water management projects
  • Conducts field reviews of current and proposed storm water management projects to determine project scope, needs and projected resources
  • Performs all work duties and activities in accordance with City policies, procedures and safety practices
  • Attends work regularly at the designated place and time
  • Supports continuous process improvement initiatives

Required Experience:

Graduation from an accredited college or university with a Bachelor’s Degree in civil engineering or other related field; and Extensive experience in public works project engineering, design, construction and implanting and managing a storm water utility; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
