- Property must be entirely residential in usage; no more then four dwelling units, and in needed or repairs that are economically feasible.
- Applicants requesting assistance must own and occupy the property as evidenced by 10% equity and at least one year’s residency (except for certain provisions).
- Household income must be considered low and moderate as determined by the table below, Income Eligibility for Housing Rehabilitation Assistance.
- In consideration of the financial assistance provided for rehabilitation, the homeowner must sign a property lien. The lien is recorded when the rehabilitation work is completed in order to recapture part of the assistance if the property is sold, transferred, vacated, or used as rental property. Liens may be subordinated if there is sufficient equity in the property. A $25.00 processing fee will be charged to release or subordinate a lien. The recapture schedule is shown to the right.
- When you have been determined eligible for rehabilitation, a Title Search may be required and $150.00 will be charged to cover this fee.

Comprehensive Rehabilitation
Comprehensive Rehabilitation allows maximum project costs of $23,000 or 100% of assessed value of property (whichever is lower). The homeowner may be required to contribute a percentage of project costs, depending on household income.
An inspection of the property will be performed and all code violations will be noted and written as specifications for contractor bidding. It is possible that unforeseen or urgent situations may arise after work has started, which require additional funds not called for in the specifications. This may increase project costs, which are allowed up to 10%. However, the maximum federal portion of project costs may not exceed $24,999. The homeowner will be responsible for any additional funds if the project costs exceed this amount.
One year of residency and 10% equity are required for this program. A property lien will be filed for the portion of assistance provided by the City. Applicants are processed on a first-come first-serve basis and there is a waiting period for this program. However, priority will be given to applicants who have been citied for code violations by City/County officials and those applications will be processed immediately.
Emergency Assistance
Emergency Assistance allows a grant up to $4,500 for the repair of replacement of those items that present immediate danger to the health and safety of the home’s occupants. The assistance will only be provided for repairs that have not received prior assistance.
One year of residency and 10% equity are not required nor is a lien filed against the property. There is no waiting period for this program. An inspection will be done to determine the emergency status of the needed repair.
