The City of Cedar Rapids is currently recruiting for a Utilities Process Engineer. This position develops or directs the development of design, budgeting, bidding and implementation of engineering and construction projects involving water and wastewater treatment processes. This position also performs engineering, reviewing, planning, and designing of water pollution control processes and public improvement projects for the City’s Water Pollution Control and Water Plant facilities.. The work schedule for this position is 8:00am to 5:00pm, Monday through Friday. The annual salary range for this position is $63,606.40 to $87,339.20. Click here to learn about our benefits.
Specific qualifications include:
- Licensure as a Professional Engineer in the State of Iowa upon appointment or must obtain Professional Engineer license as issued by the State of Iowa within one year of employment.
This position requires:

Comprehensive knowledge of the principles and practices of civil/environmental engineering and hydraulics.

Comprehensive knowledge of the methods, materials and equipment used in the development, installation, and construction of mechanical processes.

Comprehensive knowledge of the fundamentals of engineering design;
-
Ability to plan, develop and interpret construction plans and specifications;
-
Ability to prepare accurate and reliable reports containing engineering calculations, discussion of design concepts, findings, conclusions and recommendations;
-
Working knowledge of current applicable federal, state and local laws, rules and regulations for water supply and municipal water pollution control systems.

Knowledge of engineering and construction contract management;
-
Ability to read and interpret engineering designs, blueprints, specifications and contracts.
-
Ability to make complex engineering calculations;
-
Ability to understand contractor cost issues and administration of contracts.
-
Ability to communicate effectively and establish and maintain working relationships with other City employees, Water Pollution Control and Water plant staff, supervisory personnel, engineering supervisory personnel, engineering staff members, contractors, federal, state and local regulatory representatives and the public.

Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities;

Ability to work cooperatively and to maintain effective working relationships to accomplish job responsibilities;

Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

Ingenuity and inventiveness in the performance of assigned tasks.
Job duties include but are not limited to:
-
Procures consulting engineering services, including preparation of requests for statements of qualifications, proposal review, interviews, and contract negotiation;
-
Assists in the preparation and review of plans and specifications, cost estimates, and bids from contractors and vendors;
-
Manages consulting engineering contracts;
-
Prepares capital improvement budgets and monitors expenses and revenues;
-
Performs engineering design and design management to develop plans, specifications and features for water pollution control processes and public improvement projects such as aerobic processes, anaerobic processes, solids handling processes, pump stations, and sanitary sewer systems;
-
Performs similar work with respect to water plant processes;
-
Plans, oversees, and evaluates project performance tests and recommends modifications to designs, specifications and material requirements;
-
Recommends and implements process improvements;
-
Conducts feasibility studies and research, analyzes data and projects budgetary costs of proposed capital improvement projects;
-
Develops specifications and designs, and provides design review of in-house capital improvement and construction projects;
-
Provides engineering support to construction, maintenance, and operations at Water Pollution Control and Water plants;
-
Assists in the review of, and monitors, construction design standards and recommends engineering improvements for strategic and operational plans;
-
Reviews and approves plans and projects for compliance with federal and state regulatory agency requirements;
-
Assists in researching and analyzing contractors extra work proposals;
-
Assists with preparation of funding requests for State and Federal grant and loan programs.

Assists with studies and planning related to Utilities energy use and efficiency
-
Performs all work duties and activities in accordance with City policies, procedures and safety practices;
-
Attends work regularly at the designated place and time;

Supports continuous process improvement initiatives;
-
Performs related work as required.
Required experience:
Graduation from an accredited college or university with a Bachelor's Degree in civil, civil/environmental, or mechanical engineering or closely related field; and Considerable experience in the methods, materials and equipment used in the development, installation, and construction of water and water pollution control mechanical and process systems; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
