This program is designed to provide an opportunity for experienced developers to rehabilitate houses acquired by the City of Cedar Rapids that are structurally and economically feasible.

  • The City will provide the house and lot in return for the timely rehabilitation of the house according to these program guidelines.
  • The developers' responsibility is to demonstrate the structural and environmental viability of the house, as well as the economic and market feasibility.

Program Properties

Properties being redeveloped through the Residential Property Disposition Program will be listed once the properties are acquired by the City and the developer has entered into a redevelopment agreement with the City.

Process Includes:

  1. Residential Properties - currently participating properties that may be purchased through the Voluntary Property Acquisition Program
  2. Feasible Rehabilitation - applicant must demonstrate the proposed project is structurally and financially feasible with a market demand
  3. Opportunity for Partnerships - individuals or non-profits may partner with an experienced contractor/developer

Process Does Not Include:

  1. Commercial Properties - currently zoned commercial or identified in the Neighborhood Plan as higher density
  2. Vacant Lots - new construction to be leveraged with future round of Single-Family New Construction funds (fall/winter)
  3. Accessory Buildings Only - relocation of garages/sheds is a different scope and staff will present a more appropriate process to City Council in July 2010 for approval

The desired outcomes of the Residential Property Disposition program are to support the community goals identified in the Neighborhood Planning Process by providing:

  • Sustainable housing – energy efficient & high quality materials
  • Affordable owner-occupied housing options
  • Timely redevelopment
  • Enhancement of the existing character of the neighborhoods
