Program Overview
The objective is to replace only the roofing materials with no disturbance to any painted surface. This allows the project to be exempt from Title X lead requirements. The roof condition must meet certain parameters such as curled shingles, structural damage, leaking, etc. in order to qualify for assistance. Housing Services staff discretion will apply in determining eligibility for assistance.
Once a property receives roof assistance, the property will not be eligible for additional assistance from the roof repair assistance program for at least 20 years, regardless of owner. Homeowners will not be eligible for comprehensive rehabilitation at the same property for three years after receiving roofing assistance. They may apply for comprehensive rehabilitation and if their name comes to the top of the waiting list during the three year period of ineligibility the application will suspend at the top of the list until the ineligibility period is over.
Ownership and Occupancy
Applicants for roofing assistance must have occupied the property for at least one year and current homeowner’s insurance coverage. There is no equity in ownership required.
Property Taxes and Housing Payments
The applicant shall have no outstanding delinquent property taxes, and housing payments shall be current.
Eligible Work
Strictly to replace shingles, sheathing, flashing, repair or replacement of the chimney, or any other items necessary to provide a sound roof. There can be no disturbance of a painted surface. Gutters and eaves are not eligible.
Financial Assistance
Up to $8,500 roofing assistance may be provided. Additional costs may be charged to the homeowner.
Contingency assistance of an additional $1,500 is available for unforeseen or urgent situations which may arise after work has started.
The total roofing assistance cannot exceed $10,000.
Property Lien
A property lien shall be recorded to recapture part of the assistance if the property is:
• Sold or ownership is transferred to another party
• Vacated making it no longer the principal residence of the owner
• Rented for tenant occupancy, except for that allowed when the financial assistance was provided
Change orders will not require lien amendment. After three years, the lien will be forgiven. The recapture schedule of the lien shall be as follows:
