On June 13, 2008, more than 10 square miles of Cedar Rapids was devastated by record floods. In addition to hundreds of businesses and thousands of residential properties, 310 City facilities suffered severe water damage from the flood. As a result, the estimated financial public assistance needs for the State of Iowa exceeds $1.1 billion dollars, making the 2008 floods and tornadoes the fifth largest state disaster in U.S. history behind Hurricane Katrina in Louisiana, the 9/11 Terrorist Attack, Hurricane Katrina in Mississippi and Hurricane Wilma in Florida.
On February 25, 2009, the Cedar Rapids City Council approved a Buildings & Facilities Master Plan for the 310 flood-damaged City facilities. The plan grouped these facilities into long term major building projects and quick start projects to begin immediately. In total, the estimated cost of rebuilding all City facilities will be $500 million dollars.
On July 15, 2009, the Cedar Rapids City Council reviewed this update on the rebuilding and recovery of flood-damaged City buildings.
