Jim Prosser - City Manager

Biography:
Jim Prosser was appointed Cedar Rapids City Manager in August 2006.  Mr. Prosser received a degree in Political Science from University of Illinois (Chicago) in 1973 and a Master of Public Administration (MPA) from the Maxwell School of Public Affairs at Syracuse (NY) University in 1974.  He is a Credentialed Member (CM) of International City/County Managers Association (ICMA), a member of Lambda Alpha International, an honorary society for the advancement of land economics and Certified Independent Public Finance Advisor (CIPFA) by the National Association of Independent Public Finance Advisors in 2002.  Prior to joining Cedar Rapids, Jim led the Illinois office of Ehlers & Associates, a public finance and consulting firm exclusively serving public sector clients.  His city management experience includes city manager - Richfield, Minnesota (1986 – 1999); city manager - Hazel Crest, Illinois (1979-1986); assistant to manager/director of administrative services - Glen Ellyn, Illinois (1974-1979) and intern – Wood Dale, Illinois (1972-1973).
