<p style="margin:0in 0in 0pt" class=MsoPlainText><font size=3><font face=Calibri>CEDAR RAPIDS, IA- May 20, 2013 -The Cedar Rapids Police are investigating a shooting that occurred at 1:19 pm today at 1428 3 Ave SE. When officers arrive, they found Bobby Blair/26 of Cedar Rapids, had been shot in the leg. The<span style="">  </span>shooting took place in the back of the house near the garage. The suspects are described as 2 black males. The first is a large build black male, no shirt, blue pants and red hat. The second is a black male, dark clothing, slender build, early 20's. the left westbound in the alley. Mr. Blair was taken to a local hospital with non-life threatening injuries.</font></font></p>

<p style="margin:0in 0in 0pt" class=MsoNormal><font size=3><font face=Times>Over 70 locations of public tree damage have been reported to Public Works.  The current priority of staff is to open roads for traffic and address hazardous trees or hanging limbs.  Removals of public tree debris will be done as this first stage completes.  Removal of private tree debris will be reviewed after the initial storm damage assessments are complete.  An update will be available this afternoon.  </font></font></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><font size=3 face=Times> </font></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><font size=3><font face=Times>Year round, Solid Waste and Recycling Division picks up yard waste products including tree debris.  This is one option for removal of private tree debris.  To speed removal of private tree debris, the City reminds customers of pick up requirements for downed branches, limbs and brush.</font></font></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><font size=3 face=Times> </font></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><span style=""><font size=3><font face=Times>Solid Waste and Recycling Customers who have smaller limbs, branches and brush should cut them up so the material fits completely inside the YARDY carts with the lid closed.  YARDY carts are collected year round.  YARDY carts with limbs and branches sticking out over the top of them will not be picked up as the collection trucks cannot physically empty the cart.</font></font></span></p>

      <title>CleanUpCR Week A Success</title>

<div><b>Body:</b> <div class=ExternalClass39FE92B9DAA445F5A05423F739E0D8A5><div><font size=3>Cedar Rapids’ CleanUpCR Week May 4-11th was a success with 31.4 tons of electronics recycled, almost 8,000 pounds of household hazardous materials collected, and over 1,000 bags of litter collected this spring,  During CleanUpCR Week the City of Cedar Rapids Solid Waste &amp; Recycling Division held a large item drop-off event, electronics and household hazardous materials collection event, and several litter collection activities.  </font></div>
<div><font size=3></font> </div>
<div><font size=3>During CleanUpCR week 1,210 Cedar Rapidians brought the following to dispose:</font></div>
<ul>
<li><font size=3>28.78 tons of large items, which were sent to the landfill</font></li>
<li><font size=3>2 truckloads of reusable goods collected by Salvation Army</font></li>
<li><font size=3> 6.0 tons of wood waste which will be recycled into fuel that is used as an alternative to coal and oil</font></li>
<li><font size=3>31.4 tons of electronics which will be recycled</font></li>
<li><font size=3>637 tires which will be recycled</font></li>
<li><font size=3> 7,995 pounds of Household Hazardous Materials which will be disposed of properly and recycled when possible.</font></li></ul>
<p><font size=3>Cedar Rapidians also dedicated time and energy to cleaning up CR this week by picking up litter around the community. </font></p>
<ul>
<li><font size=3>12 volunteers collected 21 bags of litter from I-380 on May 4th</font></li>
<li><font size=3>Employees from Ryan Companies and the Cedar Rapids Community School District collected 35 more bags from I-380 as part of United Way’s Day of Caring on May 9th</font></li>
<li><font size=3>Park CR and the Cedar Rapids Police Department both held litter collection events collecting 11 bags of litter</font></li>
<li><font size=3>The Cedar Rapids Neighborhoods has a very successful litter collection adding 140 bags of litter to the total.</font></li></ul>
<p><font size=3>The Cedar Rapids Solid Waste &amp; Recycling Division dedicated staff time during two Saturdays to help Cedar Rapids residents dispose of their materials.  The cost for staff to assist residents during the collection events totaled $12,836.44.  “The CleanUpCR events are a great way for the City and its residents to work together to make a difference in our community,” said Steve Hershner, Cedar Rapids Utilities Director.  <br></font></p></div></div>

      <title>Media Invited to See Experts Uncover Mural in City Hall </title>

<div><b>Body:</b> <div class=ExternalClassDE53853C3B1B48FFADEE6E0D064DB529><div>The City of Cedar Rapids has hired an art conservation firm to uncover and restore another portion of the 1936 Law and Culture mural featured in the City Council Chambers on the third floor of City Hall. The Fine Arts Conservation Laboratories, hired through a competitive bidding process, is restoring the south wall portion of the mural for $87,940. Media representatives are invited to see the mural conservators at work next Tuesday. </div>

<li>WHERE: City Council Chambers, Third Floor, Cedar Rapids City Hall, 101 First Street SE</li></ul>
<div>Scott M. Haskins, Chief Mural Conservator for Fine Arts Conservation Laboratories, is conducting the sensitive restoration work with a team of two other experienced mural conservators. They are removing five layers of paint covering the mural. The restoration work began on May 13 and is scheduled to be completed before May 31. </div>

<div>The Law and Culture mural is made up of four separate murals on the four walls of the City Council Chambers. The south wall portion, entitled Inherited Culture, was created by Harry Donald Jones as part of the Treasure Relief Art Project in 1936. Jones’ mural depicts scenes of men discovering, documenting and preserving ancient Indian cultural objects and focuses on culture including archeological and visual preservation scenes and the introduction of agriculture. The south wall mural is about 5 foot tall and 48 feet wide and 8 feet 6 inches from the floor. </div>

<div>The entire mural has been painted over twice in its history. In 1951, Judge Henry Graven had the mural covered because of complaints about the Evolution of Justice scene located within the American Civilization mural on the east wall, opposite the jury box. The image depicts a frontier criminal on horseback with a noose around his neck followed by the arrival of the American court system. In 1961, the whitewash was removed and the murals were once again exposed. In 1964, Judge Edward McManus ordered the murals photographed and painted over again. </div>

<div>The mural restoration process is funded by City funds and matching funds from private donors. The City is responsible for additional work required to repair plaster, adjust ceiling heights and install appropriate lighting. A City Hall Mural Fund has been established at the Greater Cedar Rapids Community Foundation to raise additional funds for the remaining mural restoration work. The only other visible portion of the mural is on the north wall. It was uncovered and restored by the U.S. General Services Administration in 2011. </div></div></div>

Families are invited to come out to the Ely Fire Department between 1:00 and 3:00pm and get a new helmet and then go for a bike ride on the Hoover Trail. Trail maps will be available. Helmets are being provided by the Lizard King Bicycle Team of Cedar Rapids, IA and will be available for children AND adults! Safety professionals will be present to properly fit each helmet. <p style="text-align:justify;margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3>The City has already received over 40 reported locations for weed violations.  The owner has four days from the date of the notification letter to cut or destroy all weeds, vines, brush, bushes, non-purposefully planted trees less than three inches in diameter and noxious weeds.  The program is to prevent health, safety and fire hazards in our community.  An abatement cost is over $100.  </font></span></p>

In developed areas and other areas, which lie within one hundred feet of a developed area or urban street, except for those otherwise hereinafter regulated, all vines, brush, bushes, non-purposefully planted trees less than 3 inches in diameter and noxious weeds as defined by the State Code, (Chapter 317) or other growth, which constitute a health, safety or fire hazard shall be cut or destroyed by the property owners or occupants in possession or control of lands, including railroad lands within the City of Cedar Rapids, Iowa to a height comparable to or lower than the groundcover in the surrounding area or when such growth exceeds one foot in height.<br>2. In areas of forest cover, all vines, brush, bushes, non-purposefully planted trees less than 3 inches in diameter and noxious weeds as defined by the State Code, (Chapter 317) or other growth, which constitute a health, safety or fire hazard between the established tree line and the abutting developed area or urban street shall be cut or destroyed by the property owners or occupants in possession or control of lands to a height comparable to or lower than the groundcover in the surrounding area or when such growth exceeds one foot in height.</font></span></p>

<p style="margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3>When it comes to mowing your lawn it’s easy to go into “automatic” pilot...SO a friendly reminder as we begin mowing in one of the earliest seasons in memory. When you are rolling along make sure your mower is pointing in the right direction - towards the lawn at all times.  Grass clippings decompose in a matter of days, adding nutrients like Nitrogen, Phosphorus and Potassium (NPK) to the lawn. This good lawn care habit also keeps clippings out of our streets, storm drains and eventually streams where they cause nothing but water quality problems.</font></span></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3></font></span> </p>
<p style="margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3>Grass clippings and leaves purposely blown into the street, and yard waste intentionally dumped into waterways cause unwanted and uncontrolled growth of algae and aquatic weeds. This leads to unpleasant odors, depleted oxygen levels, and sometimes fish kills. In addition to polluting the water, grass clippings and leaves can block drains and cause flooding.</font></span></p>
<p style="margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3></font></span> </p>
<p style="margin:0in 0in 0pt" class=MsoNormal><span style="font-family:'Times New Roman','serif'"><font size=3>Use a broom to clean up lawn clippings, not a hose. While a few grass clippings mowed into the street look rather innocent, collectively they have a major impact on water quality. Stormwater pollution can be reported 24 hours a day to the City of Cedar Rapids (319) 286-5826.</font></span></p>

      <title>Cedar Rapids Closely Monitoring Nitrate Levels in River</title>

<div><b>Body:</b> <div class=ExternalClass7A53E84CB439473AB06F17875D5AFE7F><div><font size=3>The Cedar Rapids Water Division is keeping a close eye on the nitrate level in the Cedar River and at our drinking water treatment plants.  The level of nitrate has risen in rivers across Iowa over the last few weeks.  The City of Des Moines started their nitrate removal facility last Friday for the first time since 2007.   </font></div>
<div><font size=3></font> </div>
<div><font size=3>Nitrate levels in Iowa Rivers traditionally rise during a rainy period in the spring as the nitrogen fertilizer that has been applied to farm fields is washed out of the soil.  Drought conditions during last year’s growing season meant that lots of nitrogen remained in the soil and recent significant wet weather events moved that nitrogen down into drainage tile and into waterways in the form of nitrates.  On Saturday, May 11th, the nitrate analyzer set up by the United States Geological Survey at the Blairs Ferry Road Bridge measured a peak nitrate level of approximately 18.5 mg/l.  This is one of highest nitrate levels ever measured in the Cedar River.  </font></div>
<div><font size=3>The Cedar Rapids Water Division controls the amount of nitrates entering our drinking water treatment facilities by drawing water from wells with lower nitrate concentrations during these runoff events.  As nitrate levels in the river rise, more wells experience higher nitrate levels thereby limiting the ability for the Cedar Rapids Water Division to control the problem in this manner.  The Cedar Rapids Water Division has been monitoring and measuring the nitrate level in our finished water very closely and will notify the public and the Iowa Department of Natural Resources if the analyzed values reach the maximum contaminant level as established by the Environmental Protection Agency.  The maximum contaminant level is a value derived from scientific studies which determine the potential for health effects among certain population groups.   </font></div>

<div><font size=3>The U.S. Environmental Protection Agency (EPA) limits the amount of nitrate as nitrogen in drinking water to 10 mg/L.  The most recent on-line nitrate analyzer readings at the NW Plant by the Utilities Department Water Division show nitrate levels at 7.6 mg/l.</font></div>

      <title>City Maintains Aaa Bond Rating on General Obligation Debt and Aa2 on Water and Sewer Revenue Debt</title>

<div>Moody’s conducts a rigorous analysis of the finances and general management of the operations for cities across the United States. These ratings are used as a measure of confidence in the city government upon each issuance of bonds. In addition to finances and general management, Moody’s takes into account the overall economic health of the city, including major employers, local residential, commercial and industrial construction, unemployment and other economic indices. The Aaa bond rating is considered a helpful measurement when the City issues bonds to fund municipal projects.  </div>

<div>Specifically, Moody's Investors Service has assigned a Aaa rating and negative outlook to Cedar Rapids (IA) General Obligation Debt, of which $341.7 million will be outstanding subsequent to the City’s bond sale on May 14, 2013. In assigning the Aaa rating, Moody’s acknowledges that Cedar Rapids has a strong regional economy and serves as a regional economic and service center for an eight county area. The City has substantial manufacturing, service, and institutional employers, including the presence of Kirkwood Community College, Rockwell Collins Inc., Quaker Foods (Pepsico) and Archer-Daniels-Midland that have contributed to steadily growing taxable and economic resources.  The rating also incorporates the City's healthy General Fund reserve levels. </div>

<div>Moody’s assigned the negative outlook due to the City’s indirect linkages to the weakened credit profile of the US Government.  The negative outlook related to Moody’s August 2, 2011 decision to confirm the Aaa government bond rating of the United States and assign a negative outlook and to Moody’s February 5, 2013 assessment of the City’s exposure to indirect linkages to the federal government.  The negative outlook also incorporates the risks inherent in City’s ownership of a hotel and convention center.</div>

<div>“This rating validates the adherence to financial policies and operational efficiencies we have put in place to carefully manage our limited resources,” said Casey Drew, Director of Finance for the City of Cedar Rapids. “We remain optimistic that the management practices we utilize will result in the City’s continued resilience to the strains of challenging economic times and the financial demands of flood recovery. It is expected that the negative outlook assigned by Moody’s will be removed as the City demonstrates success with the hotel,” said Drew. </div>

<div>Moody’s expects the City’s financial operation to remain solid going forward owing to a combination of prudent financial management and a moderate degree of revenue raising flexibility.</div>

<div>Moody’s also reaffirmed the City’s Aa2 rating on $24.2 million in post-sale outstanding Sewer Revenue debt and $33.7 million in post-sale outstanding Water Revenue debt for which repayment of the bonds are secured by the City's sewer utility and water utility systems.  The proceeds of the $5.2 million in Sewer Revenue bonds to be sold will be used to finance improvements and extensions to the Sewer and Water Pollution Control systems.  The $7.3 million in Water Revenue bonds to be sold will be used to finance improvements and extensions to the Water system.</div>

<div>The Aa2 rating reflects the satisfactory legal covenants of the bonds, stable customer base that is characterized by an above average degree of concentration, strong system liquidity, solid senior lien debt service coverage, and above average debt ratio. </div></div></div>
