The City of Cedar Rapids offers four disaster assistance programs for residential landlords to rebuild and rehabilitate flood-damaged rental housing. These programs provide funding for lost rent, tools, appliances, flood insurance premiums and rehabilitation work.
Local landlords are encouraged to contact the City’s program administrator to apply for these programs by calling (319) 730-5660.
An overview of each of the disaster assistance programs is provided below:
1. Local Option Sales Tax-Funded Rental Rehabilitation Program
- Local program funded through local option sales tax dollars
- Provides up to $30,000 per unit, or 60% of pre-flood assessed value, to rehabilitate flood-impacted rental properties
- Applicant must be owner at the time of the 2008 flood
- Program requires property to be retained by owner as rental property for 5 years; no income or rent restrictions

2. Tools/Appliance/Flood Insurance Reimbursement Program
- Provides up to $2,000 per flood-impacted rental unit (maximum of 10 units) for any of the following: tools, appliances and up to 12 months of flood insurance premiums
- Applicant must be owner at the time of the 2008 flood
- No retention period, no rent or income restrictions.
- Deadline is December 31, 2010 or until funds are exhausted
3. Landlord Business Support Program
- Program funded through federal Community Development Block Grant disaster recovery funds
- Provides up to 12 months of “lost rent” for units made uninhabitable by the 2008 flood
- Maximum award is $15,000 per EIN
- Available only to units that are rehabilitated
- Applicant must be owner at the time of the 2008 flood
- Program requires property to be retained as affordable rental property for 5 years; rent and tenant income restrictions apply
4. Jumpstart Rental Rehabilitation Program
- Program funded through federal Community Development Block Grant disaster recovery funds
- Provides up to $24,999 per unit, plus costs of any lead based paint remediation, to rehabilitate flood-impacted rental properties
- Applicant must be owner at the time of the 2008 flood
- Program requires property to be retained as affordable rental property for 5 years; rent and tenant income restrictions apply
