Adopted by Resolution No. 1365-06-03. Effective July 1, 2003.
In order to determine the basic building valuation for purposes of obtaining a residential building permit, the floor area of all floors (excluding basements or cellars) shall be computed and then multiplied by the applicable unit cost.
Any additional valuation for the items identified below shall be added to the basic valuation to arrive at the total valuation.

Payment Regulations
Work Before Permit
Where work for which a permit is required by this Code is started prior to obtaining said permit, the permit fee shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with the requirements of this Code in the execution of the work, nor from any other fees or penalties prescribed by law or ordinance.
Plan-Checking Fees
When the evaluation of the proposed construction exceeds $1,000.00, a plan-checking fee shall be paid at the time the building permit is issued.
Plan-checking fees for buildings of Group R-2 Occupancies and One and Two Family Dwellings are charged at the rate of $30.00 per hour (minimum one hour). Plan-checking fees for all other buildings are forty percent (40%) of the building permit fees as computed from the attached Table No. 1-A.
Where plans are incomplete, or are changed so as to require additional plan checking, an additional plan-check fee may be charged at a rate of $30.00 per hour (minimum charge one-half hour).
Expiration of Plan Check
An application for which no permit is issued within 180 days following the date of application shall expire by limitation, and plans submitted for checking may thereafter be returned to the applicant or destroyed by the Building Official.
Re-inspection Fee
The fee for each re-inspection shall be $25.00. Failure to obtain the necessary inspection approvals shall give cause to charge said re-inspection fee.
Refund
The Building Official may authorize the refunding of all or a portion of the permit fee when no work has been done under a permit issued in accordance with this code. No fee shall be eligible for refunding after the permit has expired.
Waiver of Fees
No fee shall be waived, except for buildings owned and used exclusively by the City, provided no federal funding is utilized. Waiver of fees for any buildings not meeting these requirements or for a Use of Streets permit shall require a resolution of the City Council.

GUIDELINES AND INSPECTIONS FOR RESIDENTIAL CONSTRUCTION
Post the Building Permit “Notice” Card so it is visible from the road before starting construction.
Each phase of construction listed below shall be in compliance with Cedar Rapids Codes and shall pass inspection before work proceeds. The Job Copy of the approved plans shall be on site during inspection. The person doing the work is responsible for calling for inspections and for providing access to and means for inspection. At least four hours notice is required prior to inspection.
EXCEPTIONS: No inspection required for roofing, siding, fences or same size
window replacement.
- Footings
Excavation complete and forms in place, before concrete is poured. Includes post, pier, trench, spread, spread, pad, and other footings.
- Groundwork
Underground or under slab plumbing, HVAC, or electrical work before covering. Water test required on plumbing, drain, waste, and vent system with at least 10’ head pressure.
- Utilities
Temporary and permanent electrical services.
- Gas Piping Rough-In
Gas piping before covering or concealment. Air test on gas piping (10 psi for 15 minutes).
- Plumbing Rough-In
Before insulation, gypsum board, or any covering has been installed. Water test required on drain, waste, and vent piping.
- Mechanical Rough-In
Before insulation, gypsum board, or any covering has been installed.
- Electrical Rough-In
Before insulation, gypsum board, or any covering has been installed.
- Framing Rough-In
All framing complete, after the above rough-ins have been approved, before insulation, gypsum board, or any covering has been installed. Truss design drawings shall be on site.
- Final Inspection
After all phases of construction are complete and building is ready for occupancy.
The building must not be occupied until final inspection has been approved and a Certificate of Occupancy has been issued by this department.
